I think I came up with a solution that allows all ACC teams to play every 4 years against each other while also allowing each division to play VA, NC, and FL every year. In addition, it still keeps the divisions in place.

1. Move VT to Atlantic and rotate it with VA every two years
2. Move Louisville to Coastal permanently
3. Rotate NC schools every two years.
4. Play two other division opponents every two years (not including NC or VA schools)
5. VA schools and NC schools always play each other in other divisions (VT and VA will play every year, UNC and NC State will play every year, WF and Duke will play every year. They will also play one of the other NC/VA schools on a rotating basis.
6. 4 teams in each division never change divisions (Atlantic - FSU/CL/BC/Cuse, Coastal - GT/Louisville/Pitt/Miami. Only the VA and NC schools change divisions.

Atlantic (1st 2 years)
Clemson
FSU
VT (Rotates with VA every 2 years)
NC ST (Rotate every 2 years with Duke and UNC)
WF (Rotate every 2 years with Duke and UNC)
BC
Cuse

Coastal (1st 2 years)
GT
Louisville
UNC (Rotate every 2 years with NC State and WF)
Duke (Rotate every 2 years with NC State and WF)
Pitt
VA (Rotates with VT every 2 years)
Miami

Atlantic (3rd and 4th year)

Clemson
FSU
VA (Rotates with VT every 2 years)
UNC (Rotate every 2 years with NC State and WF)
Duke (Rotate every 2 years with NC State and WF)
BC
Cuse

Coastal (3rd and 4th years)
GT
Louisville
NC ST (Rotate every 2 years with Duke and UNC)
WF (Rotate every 2 years with Duke and UNC)
Pitt
VT (Rotates with VA every 2 years)
Miami

Clemson's ACC Schedule would look like this

Year 1 and 2
FSU, VT, NC St, WF, BC, Cuse, GT, Louisville

Year 3 and 4
FSU, VA, Duke, UNC, BC, Cuse, Miami, Pitt
