Yes, there is a difference. The Orlando killer was not a legitimate ISIS supporter. The reason why is because he expressed support for not only ISIS, but also Hezbollah. An ISIS terrorist living in Syria would never support anything related to Hezbollah. Hezbollah are Shi'a, who ISIS considers their mortal enemies and hate them as much, if not more than, Christians.
This guy was a nut job, who didn't know or understand what he supported from an islamic standpoint, indicated by his expressions of support for many different opposing factions of islam, which would not happen in the Middle East. This is a hate crime against gay people every bit as much as it is about radical islam.
