Coin toss question/rules?

So ND wins the coin toss and elects to defer to 2nd half. We get to choose which side to defend (East or West) correct? Does that choice not carry over to the 2nd half? Just confused as to why we would not elect to have ND going towards the hill in the 4th quarter?
