House vs NCAA - How does it impact non football?

I read where this House vs NCAA will uncap the scholarships for all college sports. Would anyone have an idea how this impacts baseball, soccer, and other non football sports. I always thought that baseball had a set and limited number of scholarships and those get divided up where the average player may get a half scholarship. I think soccer is/was set to 9.9 scholarships. Does this change moving forward? If so, how? Thanks!
