Absolutely. That said, the Muslim culture values being a good host. It also expects guest to behave respectfully. ISIS-K and Al Qaeda are "guests" in the Taliban's house. The Taliban will provide them protection as long as they are good guests. That said, executing an unsanctioned attack embarrasses the Taliban and there will be repercussions at some point. You and I may never see it, but it doesn't set ISIS-K up for a friendly stay in Afghanistan.
The Taliban do not like that ISIS-K and Al Qaeda try and recruit their young fighters away from them. It's a big deal because it eats at their power base. In 2018 the three groups where going full at it all summer long. We just sat back and watched while they killed each other. It was beautiful. Also in 2018, it came out that The Taliban inner circle hid the death of their leader, Mullah Omar, for almost 2 years. His #2 was issuing fatwas and edicts in Mullah Omars name. It was a "Weekend at Bernies" situation. Needless to say, when word got out Omar was dead for a long time, lots of folks in the crazy circle weren't too happy with the inner circles' deceit.
For those that don't know, the three groups' ideology is similar but different in scope.
The Taliban (which means 'The Students' or 'The Seekers') want an Islamic state in Afghanistan. They don't care about much outside their borders. They just want to govern themselves according to the Koran.
Al Qaeda wants and pan-Islamic Caliphate across all Muslim lands. It rejects the kingdoms and believes Emir's should govern. Believes western influence is bad. Infidels need to be removed from these lands. If you aren't a Sunni Muslim, you are an infidel. They hate us because we are in Muslim lands. They'd hate the Russian and Chinese just as much if they were there too.
ISIS wants the entire world to be an Islamic State. Convert or die. Al Qaeda considers ISIS too extreme which should tell you about the crazy level of these guys. Fortunately most of these guys are now sand in the Syrian desert or blended with the rumble of Iraqi towns.
You'll also hear about the Haqqani network. These guys are mostly in SE Afghanistan.. They're bad dudes and see eye to eye with Al Qaeda on a lot. They are more like a crime family though. They seem content with controlling their little corner of the world.
