"pass a law that says whenever there is a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election. This way, the government would be incentivized to keep the budget balanced, as their political future would depend on it."

why can't we go back to 2018/2019 payouts?? even adjusted for 20% inflation it would be under $5 trillion

2023 GDP is $27 trillion
even that would allow $810billion deficit spending
that would be a good start--maybe 2% would be even better (would probably need to have an 'out'--like the rule is suspended if we are in a declared war, although we may would just start a war so they could spend more)

i don't think that is a govt program
I should have ask should government sponsored programs be allowed to unionize and if they do, does it increase that departments budget ? I am not exactly sure how the teachers union is involved with the department of education .
