Medical Redshirt rule?

I was listening to Sirius yesterday and they were talking about the injuries all over the nation on Saturday. The topic of Medical Redshirts came up, and this of course peaked my interest because of Williams. From what the host said a Medical Redshirt is only possible if a player was redshirted before due to a prior medical reason.

Is this correct?

If so, would this mean that Williams is not eligible for a Medical RS?
