He was trying to light a fire under the asses of the biggest recipients to review and see if they need to pay the loan back by May 7th, so that those funds can be used for people with real needs. Loans can be paid back by May 7 with no liability, and some of those companies have access to capital through other avenues. Plenty of loans under $2 million will be reviewed, maybe all of them.
