I'm kidding, its been a joke forever I think. Just a political tool. Obama gave one to Ellen for some reason? I guess it could be said she does charity and he gave one to Michael Jordan.... idk why.

This is how it's described "People who have made an especially meritorious contribution to the security or national interests of the United States, world peace, cultural or other significant public or private endeavors."

I don't see how Rush Limbaugh, Gym Jordan or Devin Nunes qualify, so it has now lost it's significance. I wouldn't want to be in a club with those stooges myself.
