OT: Question for swimming pool owners / service people

Friend of mine has a pool that has basically been out of balance for a couple months. The service company has put in around $500 worth of chemicals over the last 6 weeks. They even changed the sand in the filter this weekend. However, the pool continues to be cloudy. You can barely see to the bottom of the shallow end and the deep end is a shade of green. The pool does not have any type of auto chlorinator and is not a salt system, but chlorine tablets are being put in by my friend in the manner that the service people asked him to. My question is, is this anywhere near normal? What type of questions should he be asking the service company? Is there any information that he can get from the service company that would help (water test results, etc.)? Any help would be much appreciated, thanks in advance.
