Leon Lott doesn't have anything resembling a testicle. Glad he was called out. Besides this is unforgivable:

But seriously - was that some sort of group lunch (what some places call a "lunch and learn")? Was it a catered lunch for his deputies? How hard is it to rack up $11K at a GC? My best guess is pretty damn hard.
The Orangeburg County issue was Sheriff Larry Williams (haha). That is not news - was in the news when it happened. Odd thing is he was a pretty decent sheriff - everyone thought.
The Greenville County Sheriff issue has been all over the news.
These are sherrifs, who were all elected. Says more about the voting demographic than police.
I always kind of wondered about that. It tends to make the Sheriffs into politicians.
As to the article itself - some of that stuff is really eye-raising and some looks like we could have a reporter who has no idea how any sort of large organization is run. Before making too harsh of a judgement I'd like background on some of the larger expenses like the uniform shop - did he use his card to buy uniforms for several deputies for some reason (damaged uniforms during an arrest)? Assuming the reason was legitimate then at best you have a paperwork/procedure issue. It would depend on the particular procedures of that department.
$72K motor home from embezzling funds? Yeah - that's a problem. Using prisoners for personal tasks? Problem. Sexual harassment/rape/etc - BIG problem. Sheriff getting away with a DUI. Problem.
Big Christmas party for the department? Not too worried about that as long as it is above board. Deputy of the year getting an M4? I'm a little jelly, but not too concerned.
There was some bad stuff in there - make no mistake.
