For those who are unaware what RW media is talking about wrt to this, let me explain:
The Biden administration recently announced the US has invested $30B in the Lobito Corridor rail project which will connect Angola to Zambia and the DRC in central Africa, with further plans to connect all the way to the African coast on the Indian Ocean. It would be the first transcontinental East-West rail in Africa and should be an economic game changer for those parts of Africa.
Yesterday, Biden went off script while talking at some event and made a gaffe. He said, that there were “plans to build a railroad from the Pacific all the way across the Indian Ocean.” He obviously meant to say “plans to build a railroad from the Atlantic all the way across (Africa to) the Indian Ocean.” His next sentence talks about it originating in Angola.
