Payment to recruit/current player

If someone could help me out with this on what is an infraction and what is not. Just having a discussion with a co worker.
1) You are not a booster and you give a player $100 just because. Nothing is given back in exchange. No prior relationship.
2) You are a a student a buy a recruit/current player a drink or shot at the bar.
