The foreign aid isn't a part of the $900 billion COVID relief bill. It's in the $1.4 trillion omnibus spending bill- which is 12 different bills to fund the government for the 2021 fiscal year.
What's hilarious is that Donald Trump didn't realize that these were two seperate bills. That dude is just completely trying to screw Republicans who he thinks haven't been loyal to him. He's such a petty little bitch.

Trump doesn’t care about facts. And he also knows his followers won’t bother to verify anything he says. That’s why he can get away with misrepresenting what the bill is.
He wants people to think he cares. The fact is he never instructed his lead negotiator, the Sec of the Treasury, to seek $2,000 per person. Now, when a smaller amount becomes law he will somehow blame Democrats and his followers will again be fooled into thinking Donald cares.
