Not sure. But he also signed an EO that said Federal buildings must be "beautiful". Compelling stuff.
Honest answer is that EconChick and the other reality deniers you follow on twitter have once again used language that makes it sound worse than it is. The EO just says that classified information can be used indefinitely in the Durham probe. There is no grand jury and nothing is being sent to one. End of story.

Nothing you ever post is reality so this won't be either. After all these months, the only thing they've found is a lower level guy who changed an email. William Barr previously said he hadn't seen anything that would lead to an indictment. This case is weak sauce and just an excuse for revenge. It's a nothing burger.
