It's drivers who go 65 in the left hand lane for miles, forcing you to tailgate them while being tailgated yourself. Then, if you're paying attention, you can see this person finally check their mirrors, notice that they're going SAF, and the light bulb turn on that maybe they should get over. But then, and this is the part that I really like, when they finally get out of the fast lane, they speed up to 85. It's not long before they catch up to someone and move back into the fast lane, usually just enough time to let one or two cars pass. Then they proceed to slow back down to 65.
