Material errors were embedded in Georgia’s 2020 Election recount efforts in Fulton County. The Secretary of State and his team initially lied about these errors, and then they worked with the Attorney General’s office and the State Elections Board to exonerate the Secretary of State.

Summary

After the 2020 Election, a Risk Limiting Audit (RLA) was carried out by Georgia’s Secretary of State’s (SOS’s) Office. The results of this exercise confirmed the 2020 Election results.

However, thanks to the efforts of Georgian Joseph Rossi, 36 errors were found in the Fulton County data in the RLA report posted on the SOS website.
Rossi doggedly went after those in authority in the state to review his data. He was turned down and ignored numerous times. But eventually after a series of events, Rossi was able to get these errors in front of members of Governor Kemp’s office.

Note also that the investigations in this series were independent of two court cases that took place in Georgia after the 2020 Election. At least three individuals involved in a recount that occurred in the state after the election identified 148,000 ballots that appeared to have been created by a machine and to be fraudulent. Fulton county and state are still preventing access to these ballots even though the Georgia Supreme Court ruled that the plaintiffs have the right to audit these ballots.
In addition, a separate audit of voting machines was initiated after the 2020 Election which was finally released years later which showed that the systems used in Georgia had security issues and bad actors could hack into them and change the results of an election.]

The Errors

A Risk Limiting Audit (RLA) was prepared of the results from the 2020 Election in Georgia. The report of this audit is still available at the wayback machine here. The report concluded:
Following the November 2020 General Election, the Secretary of State selected the presidential contest for a statewide risk limiting audit (“RLA”). Due to the tight margin of the race and the principles of risk-limiting audits, this audit was a full manual tally of all votes cast. The audit confirmed that the original machine count accurately portrayed the winner of the election.
[These RLAs are garbage “audits” as they only count ballots which may be fraudulent after the election.]
Attached to the RLA was a supplemental report with results from the 2020 Election in each Georgia County. One individual in Georgia by the name of Joseph Rossi decided to review the numbers included in this report specifically related to Fulton County and he found numerous errors in the process. Rossi identified 36 errors that resulted in a net of 4081 false absentee by mail votes counted for Joe Biden in the 2020 Election.
After numerous tries, Rossi was able to reach Gabriel Sterling of the SOS’s office who admitted to errors in the report in an email dated February 26, 2021 when the complainant pointed out 1 of the 36 errors to him. “It appears that Fulton made a data entry error.”

Rossi continued to press forward with his observations and eventually Georgia Governor Brian Kemp got involved. His team reviewed Rossi’s work and per a letter from Governor Kemp to the Georgia SEB dated November 17, 2021 validated the errors identified by Rossi.
The 36 inconsistencies noted by Mr. Rossi are factual in nature…To determine whether it was appropriate to refer Mr. Rossi’s claims to you, my office tested the veracity of his work by independently repeating the research.”
Furthermore, the Governor’s letter, explicitly calls out that the errored RLA Report was posted publicly on the SOS website.
The data that exists in public view on the Secretary of State’s website of the RLA report does not inspire confidence. It is sloppy, inconsistent…”
Governor Kemp was sure to say that these errors did not dispute the outcome of the 2020 Election.

On December 16, 2021, SOS Investigator Vincent Zagorin confirmed that the errors existed within the RLA Report posted on the SOS website. At the 00:31:39 mark of this meeting with the complainants, Zagorin referred to the length of time it took the complainant to find the errors and then adds that he found the errors quickly. “I can see it took you 15 minutes. It took me four.”

By March of 2022, Fulton County Attorney Ringer admitted to errors during the March 16, 2022 hearing on investigation SEB2021-181. Ringer stated when referring to the errored RLA Report, “Fulton County did not have the time to go back and fix the errors…”
After the March SEB hearing – the Board voted 3:1, in agreement that the RLA Report had errors, and to send the case to the Attorney General’s office for further investigation.
The attorney for SOS Raffensperger was Ryan Germany. He was also on the phone call with Raffensperger and President Trump after the 2020 Election. In an email dated July 9, 2022, Germany acknowledged to Rossi that errors existed in the RLA report posted on the SOS website.
…our investigators looked at the alleged allegations, and found that Fulton did make mistakes in the audit counting/reporting.”

We also know that errors existed in Fulton County because the Attorney General’s Consent order for Fulton County confirmed errors exist in the RLA Report and that Fulton violated a SEB audit rule.
By failing to enter all of the audit batch sheet data accurately, Respondent violated SEB Rule 183-1-15-.04 regarding audits.”

The Atlanta Journal-Constitution (AJC) performed an internal review of the errors found in the RLA Report for Fulton posted on the SOS website and confirmed the existence of errors.
A rough estimate by the AJC indicates the errors identified by investigators amounted to about 3,000 too many absentee votes counted for Biden during the audit…”
Note that the AJC review of the errors was not as extensive as the reviews completed by the complainants and the Governor’s team, hence the “rough estimate,” reported by the AJC.
Also, regarding Machine Count2 for Fulton County, a complaint was filed July 8, 2022. The complaint specifically called out 3125 duplicate ballot counts and 17,852 votes counted that do not have a corresponding ballot image. This complaint resulted in investigation SEB2023-25. This investigation is complete and the results of this investigation will be presented to the SEB on December 19, 2023. This complaint has been categorized by the Board as “violations found.”

Governor Kemp and team, although he was not in charge of state elections, were the only government agency (Not the SOS, Not the AG, Not the SEB), that listened and took action when errors were pointed out to them. This is an important fact as he put a team of four individuals on the 36 errors identified by Rossi and they spent 8 weeks confirming Rossi’s work. They essentially did the work that the SOS should have done a year earlier.

The Lie

Gabriel Sterling from the SOS’s office emailed Joseph Rossi on February 9, 2021. In this email email he stated,
All of the tally sheets have been available online on the SOS website for nearly 2 months. Here is the link…”

After reviewing the tally sheets for both Houston County and Fulton County, Rossi found errors with Fulton’s batch sheets and stated in an email to Sterling dated February 21, 2021,
“Note that the total vote count for Fulton based upon a summation of the Batch Tally Sheets = 246,922 votes, which falls far short of the final vote count for Fulton County = 525,283.”

Sterling responded to Rossi in an email dated February 24, 2021,
“After reviewing your email, we reviewed our inventory of physical batch sheets for Fulton. We have determined that not all documents were scanned to digital files. We are in the process of scanning those documents. We expect to have our website updated before the end of the week.”

The original Sterling statement regarding “all of the tally sheets,” was obviously false. Furthermore, this is the first indication that Sterling/SOS office never bothered to check the errored data posted on the SOS website for public view and also that they could not be trusted with their statements.
In Gabriel Sterling’s email to Joseph Rossi, of February 9, 2021 – when referring to the RLA Report for Fulton posted on the SOS website, he stated,
“We know with 100% certainty that the ballots were not tallied multiple times because the hand re-tally showed that…”

In June of 2022, at the Jan 6th hearing, at the 13:00 minute mark of the Raffensperger/Sterling testimony, Sterling states, with Raffensperger seated to his right,
“And by going through the hand tally that the Secretary pointed out we showed that if there had been multiple ballots scanned without a corresponding physical ballot, your counts would have been a lot higher than the ballots themselves.”
When referring to the RLA Hand Audit – Sterling described it as “dead on accurate.”

Contrast these 2 statements made by Sterling to the one made by Raffensperger on February 22, 2022, during a radio interview (between the 1:08:20 mark and the 1:09:20 mark) in which he admits there were thousands of vote counting errors in the Fulton RLA report posted on the SOS website. Raffensperger in this interview states,
“When we did the 100% hand recount we found 3 counties that messed up, you know, fairly significantly…number 2 was Fulton County. All of a sudden they were off by several thousand ballots, well it’s because you scanned some of these ballots twice.”
The RLA Hand Audit for Fulton County posted on the SOS website can’t both be “dead on accurate,” and “off by several thousand ballots…because you scanned some of these ballots twice.”
Being that Raffensberger admitted on February 22, 2022, that thousands of ballots were scanned multiple times for the RLA Fulton Hand Audit and that his Jan 6th hearing was in June of 2022 Sterling shared that the results of the RLA in Fulton County were “dead on accurate” – did Sterling and/or Raffensberger commit perjury?

SOS Raffensperger and his gang had contrasting claims regarding the results of the 2020 Election. Next we will show how the SOS’s office worked with others to cover this all up and exonerate the SOS of any wrongdoing.

The Coverup

In an email from Gabriel Sterling of the SOS’s office dated March 17, 2021, to Joseph Rossi, after admitting that errors existed within the RLA Report for Fulton County, Sterling attempted to exonerate the SOS from any responsibility for the errored report posted on the SOS website. He stated, “Fulton is the entity that ultimately needs to provide responses.”

At that point you could see that an effort was in place at that time to exonerate the SOS from the mess in Fulton County.
Next on December 4, 2021, Charlene McGowan, at that time the Assistant Georgia Attorney General, made an unsolicited phone call to Attorney Jack James (James and Rossi were complainants for SEB2021-181). James documented the call.
“The purpose of her call was apparently to convince me that the SOS has no responsibility for the errors exposed in Fulton County. I said Mr. Rossi and I believe the SOS has the ultimate responsibility, thus we disagree on the issue of responsibility.”

In a meeting on December 16, 2021, SOS Investigator Vincent Zagorin met with complainants Rossi and attorney Jack James. Zagorin made another attempt to exonerate the SOS of any responsibility for the errored RLA Report for Fulton County posted on the SOS website. At the 00:28:55 mark of this meeting, Zagorin states,
“I think you’re saying because it’s on our website, it’s our responsibility. These are not our responsibility.

This effort to exonerate the Georgia SOS continued. On March 16, 2022, the Chair of the SEB, Matthew Mashburn, in the hearing exposed himself as being part of the coverup. Whenever complainant Rossi, brought up data against the SOS, Mashburn shut him down.
“All right Mr. Rossi, I’m going to have to – I’m going to have to caution you again. Fulton County is the respondent. This is not a hearing about the Secretary of State.”

Next, at the SEB meeting of June 2023, the Consent Order issued by the AG’s office to Fulton County regarding SEB2021-181 – Fulton County rule violations – is brought to the Board for a vote. But surprisingly a copy of this consent order was not provided to all of the Board members prior to them being asked to vote on the order.
As a result, three Board members voted to ratify the motion and only one Board member, Dr. Johnston voted against ratification.
The emails below show that not all of the Board members had time to review the order before being asked to vote on it.

Backtracking to March 21, 2022, after the March 16, 2021 SEB Hearing, complainants Rossi and James filed a complaint specifically calling out code violations against the SOS for the errored RLA Report for Fulton County posted on the SOS website.
More than a year later, in July of 2023, SEB Chair, Judge William Duffey asked that an investigation be opened on this complaint against the SOS. In an email sent from Judge Duffey to complainant Rossi, dated August 6, 2023, Duffey attached an email sent from SOS Attorney McGowan to himself. McGowen had transferred from the AG’s office to the SOS’s office.
This attached email is dated July 21, 2023. In this email, McGowan states,
Judge Duffey, I understand that you have asked Sarah (SOS Investigations Director) to open up a new case on Mr. Rossi’s complaint against the Secretary of State’s office regarding the posting of the county-level RLA results for the 2020 presidential election. I have instructed our investigations division that this office will not be opening up a case on this complaint…”
Ms. McGowan closed this email with the following statement to Judge Duffey which sounded like a mafia godfather sharing with a fellow gang member:
I trust with this information that the Board will inform Mr. Rossi that no case will be opened on this matter.”
This email shows that the SOS continued to prevent any investigation into his department related to the 2020 Election.

In the body of Judge Duffey’s email to complainant Rossi dated August 6, 2023, he states,
We are evaluating our options on how we can proceed in this matter.”

Then about one month ago today, on October 26, 2023, Joseph Rossi received word that the SEB assigned a tracking number to the March 16, 2022 complaint filed against the SOS for election code violations – SEBBI2023-001.

In Summary, there were numerous errors and violations in the SOS’s Fulton County hand and machine recount efforts.

After the errors were found, the SOS’s office lied about the errors and subsequently a major cover-up effort to exonerate the SOS of any responsibility commenced.

There were three case numbers assigned related to what we’ve reported. The first case (SEB2021-181) has been closed via a consent order where Fulton County was found to have committed recount rule violations.

The second case (SEB2023-25) reportedly identified issues and will be discussed at the next SEB Meeting on December 19. This case has been categorized as violations found.

The third case (SEBBI2023-001) will be discussed at the December 19 meeting and involves SOS election code violations.

Multiple Georgia entities (the SOS, the AG, and the SEB) have worked very hard to exonerate the SOS from any wrongdoing related to the errored recount efforts for Fulton County ordered by the SOS.

If you all recall, when Kari Lake last got her ass handed to her by the Arizona Supreme Court (Rejecting all but one of her appeals and that one oddly enough was rejected just last week), I opined that the OP's "Crazy Train" of election crap was headed to Georgia (again).

And here we are pulling into the station with a regular Joe, with no standing in the Ga elections and no special access making shit up.

Anyone remember that post by OP about those two Fulton county election workers with the USB drive and "Suitcases" of ballots? I think it was a "Bombshell" or maybe a "Smoking Gun" but who can keep up? Anyway, Rudy confessed to making up the whole thing up in an actual court document, hoping to limit the damages from the lawsuit the two women in question filed. Could this be more of the same?

Or maybe that postal worker in Penn State that said he carried a truck full of ballots into Pennsylvania? Oddly enough, when he got into court and under oath... his story changed and he recanted the whole thing.

Funny how TGP finds all these wild accusations, but when folks get under oath, it always turns out to be a NOTHING burger. You'd think that after being wrong hundreds of times, they'd get tired of being laughing stocks. I'm predicting yet another incident where this NEVER sees a courtroom or if it does, it turns out to be total bullshit.

The bill would also allow the BOE to investigate local election officials as well. More importantly, the Board would have the power to hire their own investigators as opposed to relying on the Secretary of State's office to do so.

This is very good news heading into the November election.

Georgia uses paper ballots already

What's so funny/frustrating about these guys claiming fraud is they are demonstrating how truly ignorant of how elections work they are. The machines create paper ballots that are then saved and confirmed in the case of a recount in a close election.

Georgia currently has the most corrupt election system in America. Voters vote on a touchscreen and a ballot is printed with their selections, the generated QR is "supposed" to represent their selection when the tabulator scans the code, but Halderman's report demonstrates how easy it is for bad actors to get in and change anyone's selections without changing the printed text. The printed text could be consistent with the voter's selections but little do they know the QR code could be the complete opposite of what they voted for

This is good news but the legislature should just ban voting machines entirely... I guess baby steps!

Kemp is a swamp creature.
 
So some random guy makes a claim... and literally 100s of people were "covering it up". Hmmmmm, who should we believe? Oh, I know... the random guy. Because it TOTALLY makes sense for him to be telling the truth and 100s of other people who's LITERAL JOB is to enforce the laws must be lying.

Once again (for like the 100th time) we'll start paying attention when something shows up in court. Until then, this is just our multi daily dose of BS from a guy that can't accept that Trump got his ass handed to him.
