Will never happen it would cost trillions to buy the military bases and national parks from the federal government.
And we would need to spend billions to extend the wall and add security to prevent illegal immigration after California collapses in a year due to their inability to support itself and crime growth.

I promise you if California Seceded from the US, everyone that actually pays taxes would move inland and there would be no one in California to cover the millennials and lazy people in the state. It would become a mess for California and the US.

I am not sure what the process is to Secede from the US, but given that most of the people in the state are liberal there is a possibility it could pass if it only requires a majority. If it is a 60% vote who knows, it would be close.
But, if the vote were ever to become a reality, the tax payers would actually move before the vote.
I think the answer to if a State can leave the Union was answered when the War of Northen Aggression was labeled the Civil War.

San Diego would be a loss, but the rest of California could easily belong to Mexico. Maybe Trump will trade California, in exchange for Mexico paying for "The Wall".
