No, Soros identified an arbitrage in that he could effect change via local elections with donations at the local level.
He didn't need to change the laws, he just needed to change the people to not enforce the laws.
Elon recognized that Soros had identified this arbitrage. Elon then exploited a similar arb in a much larger and much more effective fashion.
