That allow schools to begin paying immediately as if the House settlement was already finalized and in place. This allows schools in those states to immediately begin paying athletes directly and does not require collective use. Collectives may be used as additives but the schools now have $22 million to use today if they want to directly pay athletes, obviously a huge advantage to schools in those states.
