Sorry, but the conclusions drawn by this article are a pretty big leap. All it say is that the DoD hosted the meeting. It says nothing that it was the lead agency. There is nothing there to indicate that the DoD participated in law enforcement. The National Guard are rarely covered by the Posse Comitatus Act because it reports to the governor of their state. Guard units may participate in law enforcement depending on their state's laws.

Active Duty unit may assist law enforcement. In general, having a law enforcement officer with the unit is sufficient. Example: A solider could detain a person at the direction of a LEA.
