LA Fires

Saltwater, whether you’re trying to cool an overheated nuclear reactor or put out a forest fire, is truly a “last resort” option.

It’s naturally corrosive, it readily conducts current if you have downed power lines, it leaves chlorides, sulfates and other compounds in the soils long after the fire is out which delays the regrowing/reforestation process, it can cause dispersion of clays leading to increased sediment runoff & mudslides.

It puts out the fire, for sure, but it’s not what you want to use.

When you have no other water it's an option to use for massive fires.
Understood and they did use it when the winds were calm, but not everything is as simplistic as you try to make it. I'm sure there was a lot they could have done better but Trump is not the one you should trust for how to do it. He doesn't know what he is talking about...

Care to comment on the insurance situation in CA? What was the main cause of the insurers pulling out? Did they see risk that others didn’t? What did they see?

Just asking you b/c you seem to have the pulse of what’s going on out there.
 
I didn't need a map, I just wanted Growls to have a visual for how far the spigot is from Southern Cali so he'd understand why it wasn't a feasible idea. I read somewhere that it would take decades and billions of dollars to build the infrastructure that would bring it to LA.

My wife, retired last August from the largest risk & insurance firm in the U.S., Marsh McLennan. She’s better equipped to answer than I am.
My limited understanding of the situation is that their acceptable risk of insuring would have resulted in extraordinarily high premiums and they knew people wouldn’t pay/couldn’t afford them, so there was no way to make enough money on that segment of their marketplace to justify staying. Hence, they just exited the California market.

Related to this topic, I know for a fact that back in the 2017 time frame SCE, PG&E and likely San Diego Gas & Electric were looking to create a Captive (you can look it up) because brokers (probably Marsh) had explained to them how much their wildfire insurance coverage was going to be. I don’t know whatever became of it, but when you look to create your own captive specific to your industry…that’s not something you do for shits & giggles.

Not defending the action, but I don’t expect a sole proprietor or a large multi-National to stay in a business when they can’t make a reasonable profit.

As some of you may recall from my earlier posts, the Ca Coastal Commission (CCC) was one of the agencies under my purview. If I went to the next hearing which looks like it's at the Long Beach Civic Center (a nice place), I'd undoubtedly see folks like Commissioner Roberto Uranga, Commissioner Dayna Bochco (yes, Steven was her husband), Executive Director Kate Hucklebridge (her private no. is on my phone) and Chief Counsel Louise Warren...all of whom would say "Hi David!" when they saw me. So, I know this agency and its Energy, Ocean Resources, & Federal Consistency Division VERY well. The Deputy Director of that unit, Cassidy Teufel, I consider a friend.

When I talk about the CCC, I'm not talking out of my ass.

These rebuild permits are a LOCAL permitting issue by delegation through Local Coastal Programs (LCPs). Malibu, for example has had an LCP in place for over 20 years. The locals approve/deny the permits; not the CCC. Here are the facts...on 88% of the coast of California, you're dealing with the LOCAL agency--typically County Planning Dept.

"There are 76 local government jurisdictions (15 counties and 61 cities) located entirely within or partly within the coastal zone. Many of the 76 local jurisdictions divide their coastal zone portion into separate geographic segments, resulting in 126 separate LCP segments. As of 2022, approximately 75% of the LCP segments have been effectively certified, representing about 88% of the geographic area of the coastal zone, with local governments implementing their LCPs in these areas through issuance of coastal development permits (CDPs)."

The regulatory "ladder" looks like this:

Coastal Zone Management Act 1972 (Federal)--->Enforcement Authority to NOAA---> delegated to Ca Coastal Commission--->Locally delegated authority through an approved (by CCC) Local Coastal Plan (LCP), typically County Planning Dept.

Trump is correct; the CCC is widely accepted as THE most difficult CA agency from which to get permits. I'm extremely proud to say that under my watch from 2013-2024, SCE did not receive a SINGLE "No" vote on any permit at any hearing. And yes, I took some blows at the podium while trying to address Commissioner's concerns. But, if you know what the eff you're doing, you can be successful, and it be all above board. Louise Warren and I had a running joke because we were accused by an activist of colluding. I still laugh at that.

WHAT THE HELL CAN BE DONE IMMEDIATELY
TO HELP THESE FOLKS

even if permits are handed out like candy the amount of crews needed to build the amount of homes along with the needed material and logistical issues to include readi mix cement lumber nails shingles etc are huge

Then cleaning and hauling off debris , locating buried utilities snd prepping them for a new install

Temporary power poles and food and hotel rooms for the needed construction workers

You would almost need to build a military style tent city and offer room snd board to any and all craft and tradesmen to do construction

To be back up and have the houses back will be years at best

Then think about North Carolina

FEMA dumped on them and they are in just as bad a shape as the nightly temps there is running in the teens with no suitable shelters

Talk about a huge mess

Yes, it is a huge mess in both CA and NC.

You can waive permitting or even do “after the fact” emergency permitting. As you point out, the real problem is scarce resources or maybe more correctly, insufficient resources to get the work done quickly.

Being in South Carolina and retired I have contacts from former associates

What some tell me is the government needs to set up a literal tent city where workers can be drawn out of retirement and be paid as skilled builders as there are many retired homebuilder workers here in SC

Just a thought but the labor issue is going to be severe
