Possible idea for slowing down tampering and transfers.

A coworker and I were discussing the new era of college football concerning nil, the transfer portal, and tampering. During that conversation, we discussed Notre Dame buying their last 2 quarterbacks and I remember Dave Clawson saying it stinks that we develop a kid and then someone comes in and buys them away. My coworker said that was like building a house and someone buying it from you. I said the one that built the house is getting more money if someone wants the house that bad. This sparked an idea that the nil deal that a player gets for transferring to a school will also have to be given to the school that they transferred from or at least some percentage. Thoughts?
