no i'm not. our refineries are already at capacity and there aren't really any new ones in development. heavy crude isn't as efficient as light crude when it comes to refining into gasoline/diesel - that doesn't mean it doesn't happen. since our refineries are currently already at capacity (which is another reason why we exported 5m barrels of oil) the keystone material from canada would only offset material we currently get from LA where we export our light crude to (among other locations) for refining.I believe you’re being challenged.

i also never mentioned anything about gillibrand or all of the keystone oil being exported...i said it's my opinion it won't be used to create gasoline/diesel. heavy crude can make gasoline, but its primary purpose is in the petrochemical industry.
