JUST IN: The Department of Justice announces two active duty U.S. Army soldiers, Jian Zhao, and Li Tian, along with former U.S. Army soldier Ruoyu Duan were arrested today for theft of Government property and bribery.
In Oregon, prosecutors claim that starting around November 28, 2021, and continuing through at least December 19, 2024, Duan and Tian—along with others—conspired to secretly collect and share classified U.S. Army data. Tian, an officer, is accused of gathering technical manuals and details on weapon systems like the Bradley and Stryker fighting vehicles, then passing them to Duan for cash.
A separate indictment in Washington state reveals that Supply Sergeant Jian Zhao allegedly began conspiring in July 2024 to steal and sell national defense secrets.
Zhao is charged with trafficking classified hard drives—some labeled “SECRET” and “TOP SECRET”—to contacts in China, negotiating their sale for at least $10,000. He’s also accused of stealing an encryption-capable computer and sensitive documents, including details on the HIMARS rocket system and U.S. military readiness for a potential conflict with China. In total, Zhao allegedly pocketed at least $15,000, flouting his duty to safeguard America’s secrets.
