It's another way to exert his dominance and scare the population into obeyance for fear they'll be sent to the Rock, knowing that the cult will crow about him owning the libs.
Plus, this historical site is a great revenue producer for the park service as a popular tourist destination and it would be a shame to take that away. I've been myself and it was a really cool experience.

Seeing illegal gang bangers in chains getting off the boat at the alcatraz pier would be heartwarming and great for all the others to see, but I don't think the good optics will be worth the cost and the time that it's going to take. But that opinon is based on nothing as I don't have a clue what a new prison would cost and how long it woudl take to build vs putting the rock back into service.

The prison closed in the 60s, I believe, because it cost more than 3X the amount of a normal prison to operate.
It currently brings in 60 million a year in tourism and I've seen numbers as high as 375 million to renovate and another 40 million a year to operate, if it were to be re-made into a prison again. And it would only have a capacity for 300 prisoners and couldn't be expanded much at all because it's a very small island. It makes no sense.

The very fact that this is a Trump policy immediately makes it deplorable in every sense of the word for liberals. That’s the state we live in now.
