**WAAAAYYY OT: Vehicles "In-Tow"

Have a few questions I'm honestly curious about so I thought I'd ask here. I frequently see a caravan of "vehicles" traveling on I-85 (normally south). You'll see an OLD car/truck/minivan that is pulling another old vehicle that is pulling yet another old vehicle. The last vehicle has "in-tow" written on the back window. Almost always operated by a hispanic (sorry, that's what I see). So here are my questions:

- Where are they coming from
- Where are they going
- How the heck does an old car pull 2 other vehicles that generally weigh more than the first one
- How the heck does the first vehicle actually STOP with all that weight behind them that obviously doesn't have braking assistance
- Do they need a CDL for this "train" of operations
- Are the train companies envious of their "linkage" engineering
