Here is my order of priority:
Offensive line
Defensive line
Safety
Linebacker
Corner
Tight End
Wide Receiver
Quarterback
Snapper
Kicker
Running Back
My list is based on an increase to the current scholarship allocation Dabo uses. In my thinking, the difficulty in teaching / developing a position is the highest priority. Keeping players on the roster is the second biggest consideration. You can platoon with some positions, distribute playing time, and keep players engaged - otherwise they are going to leave. Special teams need the linebacker, tight end, and safety bodies.
