I'm not sure but I can see that for sure.
The level of black/brown definitely plays a roll in Mexico. You see a lot of citizens from Oaxaca as maids, etc because they're darker and are more discriminated against.
Buddy of mine in the timeshare industry in Cabo told me they had a sales manager (Mexican from Mazatlan) tell them during a morning meeting that if anyone had a tour darker than him to make it short and get them out as fast as they can. WOW
