Generally, a 12 gauge for ammo options and size.

Actually they just changed things. You’ll notice new shotguns with barrels less than 18 inches being sold with basically a modified handle to hold on to. Look up the Mossberg with a 14 inch barrel. It’s legal and it’s all centered around the grip / stock or lack thereof.
You can legally own any length shotgun barrel providing it has no stock and a modified grip. No different than a judge .410 / 45 long colt pistol. It shoots .410 shells from a pistol

From 10-20’ what pattern do you want? Personally it’s more about the overall length and usability. A 3” barrel that isn’t easy to shoot won’t do you any good.
Look in the 8-12” range with 12 gauge and nothing less than #1 buckshot. At 10-20’ it will work great providing your target isn’t wearing soft body armor. Level IIIa will stop anything fired out of shotgun.

What’s the 12 gauge look like? If you’re not concerned with the legality, cut it down to 10 inches and you’ll be good to go
