Biden administration funding crack pipe distribution, saying it’s needed for racial equity

Nearly 40 years after First Lady Nancy Reagan created the "Just Say No" anti-drug campaign in the 1980s, President Joe Biden is funding drug paraphernalia through the Department of Health and Human Services.
Following his wife's lead on the anti-drug campaign that was geared toward schoolchildren, President Ronald Reagan created the first official "Just Say No to Drugs Week" in 1986. Two years later, more than 12,000 "Just Say No" clubs had started around the U.S. and the world, and cocaine use dropped by a third among high school seniors.
However, drug overdose deaths spiked 28.5% to 100,306 over the twelve months ending in April of last year. Now, under the Biden administration, the Substance Abuse and Mental Health Services Administration is providing nearly $30 million for a grant program that will include funding for the purchase and distribution of crack pipes to drug addicts in underserved communities to advance racial equity.
The $30 million is to be allocated over the next three years, $10 million each year, for the Harm Reduction Program Grant, which is designed "to support community-based overdose prevention programs, syringe services programs, and other harm reduction services."
Among "required activities" listed in the grant's program description, funds are to be used to "purchase equipment and supplies to enhance harm reduction efforts," including:
  • Safe sex kits, including PrEP resources and condoms;
  • Safe smoking kits/supplies;
  • Syringes to prevent and control the spread of infectious diseases."
An HHS spokesman told the Washington Free Beacon that the smoking kits "will provide pipes for users to smoke crack cocaine, crystal methamphetamine, and 'any illicit substance,'" the outlet reported.
According to the agency, the purpose of the kits is to reduce the spread of infection through cuts and sores when using glass pipes for smoking substances, the Beacon reported.
Cities such as San Francisco and Seattle have previously distributed smoking kits to their residents, as reported by the San Francisco Examiner and Reuters, respectively.
Louisville had let convenience stores sell them before reversing course and banning them, WAVE 3 News reported. Maryland also abandoned its smoking kit distribution plan after local law enforcement and African-American leaders criticized the legislative measure, according to the Beacon.

Rep. Jim Banks (R-Ind.) tweeted his disapproval of the grants on Monday:

The priority populations targeted for the grant funds "are underserved communities that are greatly impacted by [substance use disorders]."
Under an executive order signed on Biden's first day in office, undeserved communities are defined as: "Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality."
The deadline for submitting grant applications was Monday, and about 25 grants will be awarded, in amounts up to $400,000 per award per year. Eligible applicants include "States; Local, tribal, and territorial governments; Tribal organizations; Non-profit community-based organizations; and Primary and behavioral health organizations."
SAMHSA did not immediately respond to a request for comment on Monday.
 
I mean ... I dont know about the position of "equity", BUUUUUUUUUT treating addicts like they are sick and not treating them like criminals is a good start IMO. Giving them a space to ween off drugs, while providing sanitary paraphernalia is a good start. Its not saying drug use is acceptable, but rather giving a path to redemption ... I mean ... and I say this without any snarkiness ... Its the Christian thing to do, is it not? Hate the sin, love the sinner?

the war on drugs has been a utter failure, and I dont see how a rational person can state otherwise.

IMO, show the addict compassion ... and show the drug trafficker No Quarter. If I was in the WH, Id go all Jack Ryan Clear and Present Danger style and drop MOABs and/or Special Forces units right up the ass of the Cartels.

Ive told this story before ... but I spent 17 days in Singapore a few years back (one of the best experiences of my life). On my immigration form to enter Singapore, in large font, bold red letters it said "Drug Trafficking is punishable by death" ... and they mean it. They dont F* around.

17 days, huge metropolitan city, virtually the entire country is a city ..... I didnt hear a police siren once. Makes ya think

there are laws in Singapore that are just bat shit ... like .... all property is owned by the state and homes are leased by individuals from the state. Another is that you have to apply for a driver license, but not all are approved. Additionally, cars over 10 years old are seized by the Government. Now .... in a country like Singapore that is not a big deal because the country is very small, and mass transit is very efficient. Also the "taxi" system is state run, and all the taxis are super clean and there is like a billion of them.

Not saying the US should follow a Singapore model, it just wouldnt work here ... at all ... but their approach to drug trafficking ???? I could get on board with that

Was there about once a quarter up until Covid started......they will also arrest you and kane you if they catch you spitting gum out. They certainly don't F around. Extremely clean city

I loved it! The night life was amazing and … it was like being able to go anywhere in the world, in just a few foot steps. So many different cultures and nationalities all living and working together.

but ya haha … one of the first nights I was there I was boozing with coworkers (actually most nights I was) … I had a cigarette … I used to be a smoker and hadn’t had one in years, but it was just that kind of night. When I finished, I dropped the butt and stomped it out on the sidewalk. My coworkers started looking around for police like I had just threw a brick through a window.

I was informed not to do that or else I would get a hefty fine.

I would go back in a heart beat

i love the conservative mindset on drugs. pretend like they're not there and they will go away. put them in jail, that's gotta fix it.

meanwhile we're winning the 'putting our citizens in prison for nonviolent crimes' games by a landslide.
