Honest question: Is it illegal to contact players on another team? (CFB rules thread)

With the CFB world ever changing, I may have completely missed this, but I keep seeing people discussing "tampering". I was always under the impression that it is illegal for teams to contact players on your roster and simply offer them money to transfer or a spot.

Is that still the case or has that never been the case?

The reason I ask is if it is illegal and you're not allowed to do it, why is nobody getting in trouble for it?

I get that some kids wouldn't tell on the school who contacted them especially if they intend to take the deal. But what about the guys who are loyal to the school they're at and have no intentions of leaving. Why wouldn't they show the messages/offers they're being sent?

Also, I didn't realize the transfer rule to sit out a year was basically lifted to a free transfer but any transfer after that would need a waiver signed. I'm fine with that rule, but it seems like a lot of kids are getting that waiver signed 2 and 3 times. (correct me if I'm wrong here)

I know there's not one single person in charge of CFB and that's a big issue, but is there any accountability? There are still rules in CFB, right?

Just trying to keep up in this ever-changing world of what is now becoming Semi-Pro football without contracts.
