Raising NIL - what's the biggest challenge?

For those in the know, what is the biggest challenge NIL groups are facing today?
  1. Raising small donations from the casual fan?
  2. Raising large donations from non-local fans?
  3. Reaching fans outside of the existing athletic department fundraising group?
  4. Incentivizing donations (large and/or small)?
  5. Forecasting NIL funds?
  6. Demonstrating ROI to those who donate?
  7. Competition for funds from other university-based fundraising initiatives?
  8. Something else?
I'm considering building a digital product to provide long-term value to athletes, fans, and universities, and I'd obviously like to see Clemson be the primary benefactor. Better understanding the major pain points the NIL group faces is the first step as they're the man in the middle so to speak between the fans and the athletes. Solve their biggest problem and both fans and athletes benefit through all of the various incentives that can follow. Thanks guys.
