Under contract?

Still trying to get my head wrapped around life in the NIL/rev share era. Are players like Cade, Woods, etc now “under contract” for next season or can they still change their mind and enter the portal in the spring if they want? Are the agreements they made in the past couple of weeks really any different than a high school recruit “committing” to a school before signing day?
