Seems like a good idea to me.
Oversee is too strong. The Dept of Ed should not wield authority, or if they do at all, it should not supersede that of the state.
Recall the original charter of the Dept of Ed was to "support" state and local governments, not dictate to them.
EDITED to add that this is federalism at its most basic level.
