The cop almost certainly violated procedure and didn't really (that I can see) have grounds to arrest the guy, but there is absolutely no question that the guy was wanting what happened, to happen.
Loser or not, unless there is a LARGE part of the story that is not in that video (and after researching it some, there does not seem to be) those deputies are a disgrace and need to be dealt with.This. The guy also comes across as a total loser.

Both can be true. The deputy was fine (I think) until he went to make the arrest. If it was just 'some guy' instead of a cop, and he decided to whip the cameraman's ass instead of arresting him, I would have had no problem with that video.
