It depends. Is the friend in dire straits and literally can't afford to pay? That's one thing and I don't think Trump would abandon them in that situation. Most of these countries can afford to pay, they just prioritize other things.

No, it's a negotiating tactic to benefit Russia and signal to Europe that you can't trust America for longer than 4 years at a time.
How do we know they won't cheap out when we're in need? Oh I don't know, like when we did ask them to fight besides us and Europeans died in Iraq and Afghanistan fighting a war that frankly didn't have shit to do with them.
Most of us aren't as dumb as you and know not to trust Trump to do the right thing. Trump has signaled to our friends that we can't be counted on when the chips are down - we need to believe him because he's shown us in every way possible that he's more dedicated to our enemy than our friends.
