IN ITS EARLY days, Twitter referred to itself as the “free speech wing of the free speech party.” The quote might not have been totally serious, but for years it rang true: its pseudonymous accounts and permissive rules gave the platform an anything-goes sensibility. A few years and high-profile harassment campaigns later, however, the company’s position on speech has noticeably shifted. Now, Twitter focuses on the “health” of conversations and increasingly considers the costs of unfettered speech, not just its benefits. The latest step of that evolution came on Tuesday night, when the company announced that it was taking steps to limit the influence of QAnon on its platform.

Part conspiracy theory, part cult, QAnon is a sprawling online community loosely organized around the belief that Donald Trump is waging a secret war against an elite cabal that engages in devil worship and pedophilia. Recently it has been linked to spreading dangerous coronavirus misinformation and coordinated harassment of individuals spuriously linked to child sex rings. Its adherents have even been motivated to enact real-world violence, including at least one alleged murder. And for years, it has used Twitter and other social media platforms to spread. Reddit, which was instrumental to the movement early on, banned the biggest communities over violent threats in 2018.

“This is an important marker that Twitter is recognizing how it is being manipulated,” said Joan Donovan, research director at Harvard’s Shorenstein Center on Media, Politics and Public Policy. Twitter, she explained, is crucial link between online discourse and real-world activity, because it attracts the attention of media and political elites who help amplify movements, often unintentionally. Twitter’s announcement, she said, suggests that the company has gotten more serious about the real-world consequences of activity on its platform. QAnon “grew out of a belief that Trump is a Messiah-like figure who is working very closely with the quote-unquote ‘Deep State’ to take down an elite ring of pedophiles,” she said. “If you believe that, and you are a passionate person, that might lead you to do all kinds of different things in anticipation of there being global unrest.”

Twitter’s announcement has two main prongs. The first is account termination: the company says it will permanently ban anyone who tweets QAnon content and violates rules around coordinated harassment, running multiple accounts, or trying to evade previous suspensions. The second prong of the policy is about amplification. Twitter says it will stop recommending QAnon accounts, suppress the topic in search results, and block QAnon-related URLs from being shared.


The company told NBC News that it has already removed 7,000 accounts, and as of Wednesday morning, some prominent QAnon influencers had been taken down. As always, it remains to be seen how well the platform enforces the policy. Its newfound willingness to flag false or dangerous tweets from public officials, for example, including Trump, doesn’t seem to have been applied totally uniformly. And while Twitter has worked on automating moderation with AI, it still relies heavily on user reporting. The company has frequently been criticized for not enforcing existing policies consistently, and for not being responsive to targets of harassment campaigns, particularly if they aren’t high-profile public figures. The new policy also refers to “accounts associated with QAnon” without explicitly defining what that means.

Even if flawlessly implemented, Twitter’s new policy won’t make QAnon disappear. But Donovan predicted it would dramatically reduce the group’s ability to spread. “These movements mutate very, very quickly, and they're not going to stay off Twitter,” she said. “But they’re going to have a hard time growing if they don’t solidify around a few keywords so that they can find one another again.”

A big question, of course, is what happens on other platforms. YouTube has taken steps to minimize the spread of QAnon content since last year. The top results for QAnon-related searches are typically videos from authoritative sources debunking the theory or putting it in context, and QAnon videos have disclaimers prominently attached. According to a spokesperson, the number of videos recommended by the platform that go right up to the border of violating YouTube’s rules—a category that includes a lot of QAnon material—has dropped by 70 percent since January 2019. (The company didn’t say whether it plans to update its policies further.)

Which seems to leave Facebook bringing up the rear. Melissa Ryan, the CEO of Card Strategies, a consulting firm that researches disinformation, pointed out that QAnon thrives on Facebook, where adherents often hook into existing conspiracy theory communities. “Facebook groups have been a continual problem for exposure to QAnon, and we’re seeing QAnon coming into other Facebook groups,” she said. “You saw them in the ‘reopen’ groups, you see them in the antivax groups, so Facebook groups are going to continue to be a problem until [Facebook] takes action as well.” Instagram, which is owned by Facebook, has also been home to accounts pushing the conspiracy theories.

Facebook hasn’t completely ignored QAnon. In May, it took down a network of QAnon accounts for violating its policy against inauthentic coordinated activity. But it has yet to announce any policies aimed at curtailing the group’s organic spread on the platform. The New York Times reported on Tuesday night that Facebook is planning steps similar to Twitter’s, but the company has not publicly confirmed that.

Moving more strongly against QAnon could test Facebook’s stated commitment to being a platform for unfettered free speech—and its unstated commitment to not pissing off conservatives. It could also be an opportunity for the company to prove its political independence. QAnon is a deranged, incoherent, perpetually debunked worldview. It’s also “an important faction of the MAGA coalition,” as Donovan put it. QAnon gear is a familiar sight at Trump rallies; the president has frequently retweeted QAnon accounts; and several sympathizers have won Republican primaries and are poised to be elected to Congress in November. (These candidates are on Twitter, of course, and the company hasn’t clearly explained whether they will be subject to account bans if they run afoul of the new policy.)

The Republican mainstreaming of QAnon shows that the goal of running a neutral free speech platform is at times irreconcilable with maintaining some level of content restrictions. Mark Zuckerberg often depicts Facebook as a First Amendment-style marketplace of ideas, but that has never been true. The First Amendment protects hate speech and pornography, for example, while Facebook prohibits them. The challenge comes when half of the political mainstream expands to accommodate views that used to be, or ought to be, beyond the pale. The more the Trump-era Republican Party embraces ideas like Islamophobia, climate change denial, disproven Covid remedies, and disingenuous claims of electoral fraud, the harder it will be to square nonpartisanship with values like tolerance and public safety. Political neutrality or community standards: more and more, it looks as though platforms have to choose one.

Twitter lets anything and everything ride, so long as it doesn’t violate their “terms of service”. Basically, you can say and post anything on Twitter, so long as it doesn’t a) support Trump, or b) support Q

I agree but if you're going to provide a public forum then it should be truly public. I get that it is a private company. When you pick and choose who to apply your rules to is where I have an issue.

The huge social media companies have protections due to just being a portal and not a publisher and I am all for them losing this protection if the current suppression continues.

Qanon is the greatest troll of all time. If you honestly believe any of the claims coming from that crowd you need to stop going online. You've been had.

One of the most significant developments since the internet was unleashed on society, is that millions of very, very dumb people, with little or no critical thinking and reasoning skills, all of a sudden think they are highly intelligent. Let's put all our cards on the table here, 90+% of the Qtips have an IQ below 85. When Trump said he loves the poorly educated, it's because he knew they were his ticket to the white house.

I wouldn’t even know what Q is if not for this board. Don’t know and don’t care. It’s the very type of thing that discredits things, even if it’s partially true. So I’m with you on this one.

I really don't believe you have to be dumb or have a low IQ to fall for this stuff. A number of factors seem to go into a person believing nonsense they read on the internet.
1)Confirmation Bias. A lot of Qanon folks and 9-11 truthers and flat earthers have similar psychological make up. They believe that they are being LIED to and that theres this HUGE conspiracy to cover up the way things REALLY ARE. Clearly people with this outlook on our society have trust issues, which I think we all can relate with. These trust issues with our governments and corporations are actually earned. The Tuskegee experiment really did happen, corporations really have been screwing people over and people want someone or something to blame. So they start using our pattern recognition capable brains to decide that theres a conspiracy.
2)Social media echo chambers. When people have a confirmation bias they need filled, they need their scape goat, well social media gives them the ability to consume like minded rhetoric 24/7. People, every day people, become radicalized into believing in shadow government pedophile rings, because a guy named Qanon posts nonsense on 4chan. There is actually a dopamine release in conspiracy theorists when they 'find out the truth', just like there is when someone watches a movie and the climax happens or the big reveal occurs etc. Conspiracy theorists are hooked on this feeling.
This view point and the habits a person has consuming social media reinforce and worsen a persons ability to critically judge the ongoings in our society. Afterall when theres fake news (which is an oxymoron statement) then you can just pick and chose which facts to even consider adopting into your world view. Hillary Clinton was being investigated for having an email server. Well of course she had that she's part of a pedo ring with the Soros and was hiding her pizza orders which were really instructions for child trafficking. Donald Trump wishes Ghalislaine Maxwell well. Well huh don't think I really need to consider that.

People are increasingly and increasingly investing their own self worth and personhood into identity politics. Whether its the identity of trans or being a Trump supporter. Lines are drawn, wedge issues are declared and everyone must do battle based on these parameters. The landscape of America is kinda ****ed up right now, and its probably just going to get worse. Americans have shown a steadier and increasing interest in ignoring facts so that they can cultivate their scape goats and make up narratives for their dopamine releases. Smart people fall victim to this and fall into the cycle.

Hopefully, this is all just growing pains and the younger generations will be smarter and overcome this difficult social issues. Thats a good hope to have...

I don't disagree with this, and I'm certain there are some very intelligent Qanon believers, but they're very much the minority. The vast majority of Q people are blithering idiots.

I mean sure like any group of people their are a few winners and a whole lot of losers. The issue is how dangerous and repeatable and weaponized this type of ignorant group think is.
People have NO idea who is coming up with this narrative, but they attribute it to a Trump ally and thus they culturally want to accept it as fact, and thus do since they are linking their own self worth to Donald Trump. Its cult like behavior.
They have no clue who this person is they very likely could be an ill meaning force.

2)Social media echo chambers. When people have a confirmation bias they need filled, they need their scape goat, well social media gives them the ability to consume like minded rhetoric 24/7. People, every day people, become radicalized into believing in shadow government pedophile rings, because a guy named Qanon posts nonsense on 4chan. There is actually a dopamine release in conspiracy theorists when they 'find out the truth', just like there is when someone watches a movie and the climax happens or the big reveal occurs etc. Conspiracy theorists are hooked on this feeling.
This view point and the habits a person has consuming social media reinforce and worsen a persons ability to critically judge the ongoings in our society. Afterall when theres fake news (which is an oxymoron statement) then you can just pick and chose which facts to even consider adopting into your world view. Hillary Clinton was being investigated for having an email server. Well of course she had that she's part of a pedo ring with the Soros and was hiding her pizza orders which were really instructions for child trafficking. Donald Trump wishes Ghalislaine Maxwell well. Well huh don't think I really need to consider that.

People are increasingly and increasingly investing their own self worth and personhood into identity politics. Whether its the identity of trans or being a Trump supporter. Lines are drawn, wedge issues are declared and everyone must do battle based on these parameters. The landscape of America is kinda ****ed up right now, and its probably just going to get worse. Americans have shown a steadier and increasing interest in ignoring facts so that they can cultivate their scape goats and make up narratives for their dopamine releases. Smart people fall victim to this and fall into the cycle.

Hopefully, this is all just growing pains and the younger generations will be smarter and overcome this difficult social issues. Thats a good hope to have...

This is a good post. I think it’s naive to ignore all conspiracy theories as bunk, but you make a lot of solid points. Kudos for making a well-thought out post, this board needs more of it

That said, the deep state is real, Russian collusion was a hoax, and there really are pedos in government and Hollywood

Given hindsight about Russian collusion, I think it really wasn't a hoax. I understand everyones intent in saying it was a hoax so they can dismiss the issue and move on, because as was said a million times, even if he did it... is it illegal? Well he appointed a supreme court justice who said a sitting president can't be indicted... so ya.

Anyway I really don't want to debate Russia. However, I will state firmly that Russia has been doing psyops on our people, much like our CIA has been doing on other nations, via social media. I suspect Qanon is a tool of theirs. I don't firmly belive this nor do a state its fact, I suspect it considering our history and theirs when it comes to disinformation and counterintelligence operations. This lines up right with their main objectives. If you make main stream americans think their own press is lying to them for 'deep state' reasons, well damn you aren't far from toppling the most powerful nation on the planet.

Also, of course there are pedos in hollywood. There are probably actually some honest good people in hollywood with all the good intentions. But yah, look at a monster like Epstein and Weinstein. Fact is everyone can understand that powerful people might pursue evil without limitations. I don't think its a left vs right thing either, but people in echo chambers do that. They say the left or the right is responsible. The fact is that the powerful are responsible.

I can't imagine a better system than the one we have here. We are very blessed to be born in USA, I just hope we navigate these troubling times and find the humanity and kinship on the otherside.

I'm not worried at all about that fever dream. Claims of deep state conspiracy against Trump are trumped up. The guy is simply as he appears to be, by far one of the most under educated and least qualified to ever assume the office. I really don't care about being hyperbolic about it. If he wins again, thats fine, I'll continue about my life, but hes far below a standard we should expect and I don't think making excuses for him is a healthy outlook.

I guess our former community organizer obama was qualified for the job in your opinion? If trump isn’t qualified then obama was historically uneducated and under qualified. So what do both scenarios say about our country and current situation?
I’ve said for years it’s pathetic that the people who become president or one of the two clowns that the masses are given the illusion of either republican or democrat is a joke. One of the most significant developments since the internet was unleashed on society, is that millions of very, very dumb people, with little or no critical thinking and reasoning skills, all of a sudden think they are highly intelligent. Let's put all our cards on the table here, 90+% of the Qtips have an IQ below 85. When Trump said he loves the poorly educated, it's because he knew they were his ticket to the white house.

Qanon is the greatest troll of all time. If you honestly believe any of the claims coming from that crowd you need to stop going online. You've been had.

Once again, if Qanon just a larp, a troll that probably less than 25% of the population has even heard of then why would Twitter even acknowledge it, much less put the ban on? Why the inordinate amount of media articles for a small fringe group? This twitter action is just indirectly giving more proof that there is something to Q imo.
