Michigan police memos raised concern about possible nationwide voter registration fraud scheme​

Local Michigan police and the state's attorney general discovered a high ratio of fraudulent voter registration applications, investigated "Election Fraud by Forgery," and referred the matter to the FBI.

Michigan authorities suspected there was a possible voter registration fraud scheme occurring across multiple states during the 2020 election and were concerned enough to bring in the FBI, according to police memos reviewed by Just the News. But what happened since remains mostly a mystery.
According to the dozens of pages of police reports from the Muskegon Police Department and Michigan State Police, a firm called GBI Strategies was under scrutiny as an organization central to alleged voter registration fraud in the 2020 presidential election, which was first investigated by city and state authorities before the FBI took over.
Contacts between local law enforcement and the FBI continued into 2022 but there is no evidence of what happened after that in the memos obtained by Just the News through state Freedom of Information FOIA requests.
Police from Michigan interviewed GBI Strategies employees there and cited specific instances of registrations that appeared suspicious or fraudulent, the memos show. One State Police memo described the possible crime being investigated as "Election Fraud by Forgery."
The Michigan attorney general's office confirmed earlier this month that there was a state investigation into thousands of suspected fraudulent voter registrations, which was referred to the FBI, the Bridge Michigan reported.
Earlier this month, Danny Wimmer, press secretary for the State Attorney General, told Just the News that among 8,000 to 10,000 voter registration forms that were submitted to the Muskegon clerk before the 2020 general election, some were suspected to be fraudulent.
"An organization turned in some thousands of voter registrations throughout the fall of 2020, estimated on the high end to be cumulatively 8-10,000, and some within those batches were found to be suspicious or fraudulent," Wimmer said. There were legitimate registrations within the batches. The city clerk receiving the batches alerted authorities when she began noticing irregularities.
"None of the fraudulent material was incorporated into the state’s qualified voter file, and this had no effect on any ballot requests or associated processes. This attempted fraud was detected because the system worked," Wimmer added.
The Muskegon Police Department began investigating GBI Strategies after the Muskegon City Clerk’s Office reported suspected voter registration fraud, according to a police report first dated Oct. 16, 2020, which Just the News obtained from a FOIA request.

The city clerk’s office said that a woman who dropped off the fraudulent voter registrations on Oct. 8, 2020 said she worked for GBI Strategies, the police report reads.
The police interviewed the woman, called “Suspect 1” in the police report, and she explained that she “receives $1150.00 a week, hotels services and a rental vehicle for her work.”
She also said she was “tasked with finding unregistered voters and provide them with a form so they can get registered and obtain their ballot,” according to the police report. “Suspect 1 initially stated that her ‘canvassers’ earn money for each person that completes the form. She later told us that they are paid $9.25 per hour with extra money for working weekends.”
The suspect said in the report that she “worked [in the] Muskegon, Detroit, Ypsilanti, Southfield, Flint and Lansing area.”
While many voter registration forms that canvassers obtain are unusable because they are incomplete or illegible, according to the suspect the police report added that "She claimed that the forms she had with her were complete and checked for accuracy." When the police inspected some of the forms, they found instead that some of the addresses didn’t exist or had incomplete information.
Muskegon police investigated the alleged fraud with Michigan State Police, who executed a search warrant for an office of GBI Strategies. A woman who was a canvasser and at the office during the search told police she made $15 an hour, contrary to what the suspect told police earlier.
The canvasser at the office added that canvassers who work two shifts a day, four hours each, for six days would receive a $60 bonus, while those who worked two shifts for seven days “would get an $85 bonus,” according to the report.
Just the News obtained the report, but the names of all GBI Strategies employees were redacted.
Muskegon police interviewed yet another woman who worked for GBI Strategies from Atlanta, Ga. She worked with another man from Atlanta and had a supervisor from New York. The woman also mentioned a Philadelphia office.
Wimmer told The Detroit News that GBI Strategies conducts voter registration drives and is headquartered in Tennessee.
There is a business listing for GBI Strategies in Cordova, Tenn, but Just the News has been unable to confirm that they are the same entity as the one under investigation.
Open Secrets, a non-partisan research group that tracks money in U.S. politics provides data showing that GBI has been paid millions of dollars in the 2020 election cycle by Democratic and far-left groups. These groups include the Democratic Senatorial Campaign Committee ($2,117,605); DNC Services Corp. ($1,031,856); and the Biden for President Campaign, who paid GBI $450,000.
GBI Strategies didn’t respond to multiple calls requesting comment.
According to Michigan State Police reports obtained by Just the News via a public records request, on Oct. 21, 2020, Detective First Lieutenant Michael Anderson was contacted by the Chief of Investigations for the state Attorney General’s Office and asked to assist "with a joint investigation of alleged voter fraud being conducted by the Muskegon Police Department and the AG. An investigative task force was formed, and an investigation was initiated."
During the investigation, Michigan State Police conducted a search of a GBI Strategies office in Southfield, Mich., and found four rifles, four pistols, and a whiteboard with “several notes on it.
"One of the categories was ‘Hot Topics,’" the report continues. "Under ‘Hot Topics’ listed: weapons in the field, prepared for shifts, Covid questionnaire needs to be asked whether canvasser is new or not, mask enforcement, no eating in vans. Another heading was 'Tiff GA Project’ and the words underneath: 44 Paycards, 30 Phones, 20 tablets. Another heading was ‘Charleston to Columbia’ with the words underneath: 10 tabs (Russ), 1 ten port, 2 pads (4). Another heading appeared to show Tablets to be shipped to PA, MIA & ALA."

On the Jobsearcher.com website, Michigan State Police found GBI Strategies' expired job postings for "Regional Field Manager, Supervisor and Driver, Voter Registration Specialist and Field Canvasser" in Flint Mich., as well as other “postings for Regional Field Managers in Washington DC and Chicago, IL,” according to one of the reports.
The report also reads, "D/SGT. PONZETTI ... STATES FBI TASK FORCE SHE IS ASSIGNED TO HAS POSSIBLE INVESTIGATION REGARDING [redacted] IN OTHER STATES. REQUESTED MSP, AG AND MPD REPORTS FOR REVIEW."
On a supplemental police report dated May 28, 2021, it reads, “Case will remain open as FBI has opened an investigation on the nation wide organization.”
The latest dates on the report are Aug. 19, 2022, where it reads, “STILL MAINTAINING EVIDENCE FOR FBI,” and Sept. 20, 2022, which reads, “Six month supp.,” and that the status of the investigation is “open.”
Search warrants in the report mention state police "currently investigating a possible violation of 'MCL 168.933a', Election Fraud by Forgery."

The police interviewed multiple people during the investigation and looked into many of the voter registration forms, again finding that many purported registrants or their addresses didn’t exist.
A total of 37 voter registration applications were examined in detail by the Muskegon police, according to information in the latter half of the report. Of those, 26 had false names and/or addresses, three had incorrect information written by the people who registered, two had correct information but were not filled out by the people whose information was on the forms, and two forms had addresses that were not where the people resided anymore.
Ten of those applications with false names and/or addresses were part of a batch of 18 that “appeared to be completed, and signed by the same person,” according to the report, but the police only investigated the 10 that were in the City of Muskegon.
The Michigan attorney general's press secretary explained to The Detroit News that state officials referred the unresolved investigation to the FBI because it has national jurisdiction. Wimmer independently confirmed to Just the News that "The case was referred to the FBI in March of 2021."
When Just the News first asked about the investigation on Aug. 9, the FBI National Press Office said the following day that their “standard practice [is] to neither confirm nor deny the existence of an investigation.” The Muskegon Police Department also declined to comment on the investigation “because this matter is possibly an active investigation by our law enforcement partners.”
According to the Muskegon police report, the FBI visited the Muskegon Police Department in May 2021 to examine the voter registration applications.
In March 2022, the police department received a call from an FBI agent “request[ing] random copies of some of the voter applications,” according to the report. The agent also spoke with the Muskegon city clerk, who told him “there was another box of applications with thousands of applications that were turned in after the deadline thus never examined. He requested that these be retained by the police department pending further investigation.”
The Muskegon city clerk, Michigan State Police, and Wimmer didn’t respond to additional requests for comment.

Harrison Floyd, the former director Black Voices for Trump, was one of the indicted in Fulton County, Georgia last week over alleged RICO charges in the Trump et al case, charges usually reserved for violent crimes and criminal enterprises. Floyd, a Marine Corps veteran, was the only one of the indicted that was denied bail and remanded to the Fulton County prison.
At least 23 people have died in the Fulton County prison in the last 4 years, including one man who died earlier this year from malnourishment and complications from bed bug bites.
In February 2023, Floyd was accused of “body slamming” a federal agent when two FBI agents sought to issue him a subpoena at his apartment as he was walking up stairs carrying his daughter after her swim practice. Floyd claims the agents never showed him identification and threw the subpoena in his house after he walked inside. He then came back out and confronted them about their visit claiming they never showed any identification. This is when the alleged chest bump occurred. The agents left without arresting Floyd. Floyd called the Rockville PD after the agents left. Rockville Police showed up to investigate a burglary.

Floyd denies touching the agents and the only known media is “audio” documenting the sound of footsteps up the stairs as evidence. Floyd called the police to report the two men. Rockville Police showed up to investigate. The criminal complaint then states that “later that evening, Floyd was charged with second degree assault, CR 3-203 in the District Court of Maryland for Montgomery County. Floyd was arrested that night by Montgomery County Police Department and your affiant (FBI).” Floyd would finally be arrested 8 hours after the incident by the third law enforcement agency that encountered him.

Sources claim that the Second Degree Assault charges have been dropped in lieu of a Misdemeanor Obstruction charge.
Floyd is also being indicted in the case involving President Trump for asking a person questions over the phone while the person was willingly at a police station to answer questions. Trevian Kutti was physically present at the police station in Cobb County while Floyd responded over the phone.
Harrison Floyd was denied bond by Fani Willis. He was the only black Trump supporter arrested. Fani wanted to make an example out of Floyd.
Harrison Floyd was finally released from prison on Tuesday after posting bond.
On Wednesday morning Harrison Floyd gave his first interview with Steve Bannon.
Harrison warned that Fulton County fumbled the cover-up and he is going to release the truth at the right time.
Steve Bannon: Harrison, the first question is, why is it taken so long for you to get out of, sir?
Harrison Floyd: Um, it’s the state of Georgia, and I’m a black man. I don’t know if I can say much more.
Steve Bannon: Harrison, what are the charges? People are confused what are the charges? You’re a former Marine, not just a veteran, a combat veteran. People are confused about why you even rolled up in this thing. And I understand you have restrictions on, I guess, your bond of what you can say, but why are you even part of this?
Harrison Floyd: To keep it frank and simple. Fulton county fumbled the cover-up, and I am aware of what transpired, and they’re trying to put pressure on me and others to make sure that the truth doesn’t come out. GBI Strategies, the organization at the center of an alleged voter registration fraud probe dating to the 2020 election, had “a lot of red flags,” was untrustworthy, and was a “scam,” its employees told Michigan police in investigative reports.
According to a police report from the Muskegon Police Department, GBI Strategies is under scrutiny as an organization central to alleged voter registration fraud in the 2020 presidential election, which was investigated by city and state authorities before being referred to the FBI. What happen to the probe after the bureau took over remains a mystery.

Earlier this month, the Michigan attorney general's office confirmed that there were state and FBI investigations into thousands of suspected fraudulent voter registrations during the 2020 election, the Bridge Michigan reported.

The company does not appear to have a website, but Open Secrets, a non-partisan research group that tracks money in U.S. politics, provides data showing that GBI Strategies has been paid millions of dollars in the 2020 election cycle by Democratic and far-left groups. These groups include the Democratic Senatorial Campaign Committee ($2,117,605); DNC Services Corp. ($1,031,856); Black PAC ($484,264); and the Biden for President Campaign, who paid GBI Strategies $450,000.
GBI Strategies didn’t respond to multiple calls from Just the News requesting comment.
According to the police report, interviews with employees of GBI Strategies revealed that the company had different projects with various organizations. For example, Muskegon police interviewed a woman who worked for GBI Strategies and explained that the voter registration project was for “Empower Michigan.”
After that project was completed, the woman said she had about a week off before a project funded by “Black Pac” began, which was focused on mobilizing voters. She explained that “They would knock on doors and hand out papers for Gary Peters and Joe Biden,” the police report said.
After describing how she only had four hours to take the job at GBI Strategies following her response to an ad on the Indeed job search site, and being quickly switched to different locations, the woman “said the way this company was operating” made her "think there was a lot of red flags,” according to the police report.
The woman said one person identified as a suspect had mentioned “not to trust the people of GBI” after police found guns at the Southfield, Mich., office and she was also told by someone whose name was redacted that “this whole thing was a scam.”
Another woman who was a canvasser interviewed by Muskegon police during a search of a GBI Strategies office, said that she saw a script which had questions like, “Can I count on you to vote for Joe Biden,” but she “was not given” the script, the report reads. "However, she would ask if people supported Joe Biden,” the report stated.
The canvasser also discussed the voter registration project, explaining that it was not canvassers’ “job to verify the names on the forms," according to the report. “She said she was sure that she probably had gotten some illegitimate forms/ names from some people.”
The woman also explained that the suspect had talked to the canvassers after the city clerk mentioned that there were forms with fake names and addresses. The suspect “told the workers that they are not getting paid per form turned in,” the police report read. “She made it clear that there was no reason falsify any documents or lie because they are getting paid the same. She also warned them that they would be shut down if they continued to falsify documents.”
Wimmer previously told Just the News that among 8,000 to 10,000 voter registration forms that were submitted to the Muskegon clerk before the 2020 general election, some were suspected to be fraudulent.

Michigan Money Laundering as related to Election Fraud

Today, Bob Cushman, reporter for The Freedom Press, began to “follow the money” of the Muskegon, MI voter registration fraud to see if he could begin to duplicate the kind of Money Laundering that was discovered in Georgia. The results are as follows:

Open Secrets reports that during the 2020 campaign cycle the following entities funded GBI Strategies:

Eight known smurfs were used to “Follow The Money”. It was found that all 8 smurfs contributed money to DSCC (Democratic Senate Campaign Committee) and Biden Campaign which in turn paid for the services of GBI Strategies. It was also found that all 8 smurfs contributed money directly to Michigan’s Governor Gretchen Whitmer, Senator Warnock of Georgia and Senator Mark Kelly of Arizona.
All of the smurfs met the typical smurf definition of large total dollar amount of donations, large number of donations, small average donation and elderly with majority out of state.
The eight smurfs averaged giving $57,046.94 each with 9,325 donations each while only averaging $10.57 per donation. The average age of the smurfs was 74 years old. This precisely fits the M.O. of the established smurf impersonations by the persons or entities that have stolen these seniors identities for this illegal, illicit purpose. The current working theory is that the FEC and/or ActBlue and or a consultant company known as GMMB are complicit in this money laundering that is believed to be over $200,000,000 and possibly into the billions!
The belief is that these 8 smurfs along with tens of thousands of other smurfs have laundered massive amounts of money into the entire FEC system as well as state campaign coffers as previous shown below or click here:

It currently appear that Michigan’s fraudulent voter registration efforts as covered up by Dana Nessel and the FBI, along with the massive Money Laundering that is being exposed will qualify this as a RICO operation.
As in the Georgia case:

Last week, we reported about a whistleblower who shared a Facebook page Michigan clerks used to discuss issues they faced related to elections. The conversations we found between city and county clerks and, in at least one case, a top election official working for MI SOS Jocelyn Benson appear to be very telling of how Michigan’s dishonest Secretary of State Jocelyn Benson really runs her elections.

On August 1, 2020, only three days before the August 4 Primary Election in Michigan, a Michigan city clerk asked fellow clerks if they were also getting “last minute voter registrations from SOS Jocelyn Benson’s Bureau of Elections.
“Anyone else getting emails of last-minute voter registrations from the Bureau of Election? I have to wonder what’s going on, I received one today, and the only information on the voter registration was an address…nothing else, no date, no name, no signature, absolutely nothing but an address. What did they expect me to do with it, and why bother sending it?”
“We got 34 of them at 10 pm on Friday. Most dated back to mid-June and early July.”
“Yet we, as clerks, are expected to respond to requests within 24 hours of receiving them. smh”
“Me too! Four of them dated back in early July – so we have deadlines, but the Secretary of State doesn’t??”

One clerk responded, “Yep, dating back until 6/18 last one was sent at 1:12 am!

Since the clerk had a time stamp on when she received the voter registrations, it’s likely she received them by email from the SOS’s Dept. of Elections.
Another clerk revealed that she just got a “Federal Post Card Application dated and postmarked June 30″sent to her county. Keep in mind, these registrations were for the election taking place the NEXT day, yet the registrations were postmarked June 30th. What was the reason for dumping all of these registrations on city clerks on the day before the election?
“Same here – got 4 via email” said another clerk.

Ann Meisch, the Muskegon City Clerk who reported the thousands of absentee voter registrations less than one month before the general election, shared an image of the 185 voter registrations she received from SOS Benson’s elections office:
“Today I was hopeful that the rest of our PPE supplies had finally arrived for tomorrow. Instead we received 185 voter registration applications – many dates in June! They were in several envelopes labeled masks but when opened, they are registrations. I don’t know if I’m just numb, in shock, or just getting use to the new way Elections are now handled? The day before the Election!” Clerk Meisch wrote

And the hits against the Democrat SOS Jocelyn Benson just kept coming…
“I received 4 emails from the Bureau (of Elections) late last night and each one had one registration attached. They were dated early July,” the clerk wrote, while others simply wrote, “same” and “me too” related to comments made about having last-minute dumps of voter registrations from Jocelyn Benson’s Bureau of Elections.
Another clerk claimed she “received 4 emails from the Bureau and each one had one registration attached. They were dated in early July.”
“Yes. About a dozen today?????”

And yet another clerk writes, “Received 15 today, but could not register several of them and there was no contact information on the form.” A clerk responds, “SMH” (shaking my head).

It should be noted: From the Michigan Secretary of State website:
Within 14 days of an election, and on Election Day, voters may only register by visiting their local clerk’s office to register in person with proof of residency documentation.

It is obvious that this did not pass protocol.
Another frustrated city clerk shared a photo of a box of voter registration forms from the SOS office on the day before the election. A clerk commented on the same post and said that the same thing happened to her, adding that some of the registrations sent to her on August 3, 2020, were from JUNE! Another clerk on the thread claims SOS Benson’s office has “done a terrible job” and “certainly makes the clerk’s job a lot more difficult!”

With the primary election behind them, the MI clerks were faced with more questions about peculiar registrations they received at their offices.
On September 24, 2020, a Michigan city clerk shared a story on the same Facebook page of a voter who brought a new registration application into her office that was “sent to them by the SOS.” The clerk states that she “can’t add him to the system because the registration form doesn’t include his DOB (Date of Birth). The clerk asks the other clerks if they have any “suggestions on how to handle it?”
“Had a voter bring in the new registration form sent to them by the SOS. We can’t add him to the system, because it doesn’t have his DOB…..suggestions on how to handle it?”
The clerk’s post included a photo of the voter registration form.
A MI city clerk, whose name has also been redacted, responded to her post by referring to SOS Benson as the “Secretary of Silliness,” saying, “it wasn’t supposed to go to us.”
The clerk appears to suggest the MI SOS Jocelyn Benson’s office would make the necessary changes to the application instead of requiring the alleged applicant to make the corrections to the application that would make it valid.
“Forward to them, and they will handle it. Wink wink,” she wrote. She then claims she “sent the one we got redacted to our state rep,” telling the other clerks to “Contact me, and I’ll send you the reply we got.”
The clerk’s state representative is Rep. Ann Bollin (R), who was also the Chair of the MI House Election Integrity Committee at the time.
We’re unsure about the action her state rep took, but we will follow up with Rep. Ann Bollin on this story.

Lori Bourbonais, director of the Michigan Bureau of Elections, who was (and may still be) a member of the MI Clerk’s Facebook page, commented on the post above, where the clerks were expressing their frustration (and it appears their distrust) with the sloppy way SOS Benson is handling elections after receiving a voter registration from her election office with no date of birth.

These forms are designed to be returned to and processed by the State of Michigan.
If you receive this form in person, you would want that person to complete the standard voter registration form. That would guarantee you would have all the information you would need to process the application. If you receive the form by mail or if form is brought in by someone else and you can’t get all the information you need, you can scan and forward the form to Shelly Belton at beltons@michigan.gov. These forms are a part of the ERIC program (a third-party voter registration organization that has been dropped by several states that had hired them to manage their voter rolls)

The clerk told Ms. Bourbonais, director of Jocelyn Benson’s election administration division whose name we couldn’t locate on the MI SOS website, that it “would’ve been nice if we knew that…instead of looking like fools when someone shows up and flings it across the counter at us.” Another clerk added, “I totally agree! We are not given any advance warning or updates!”

On May 8, during a House Appropriations Committee meeting, Rep. Ann Bollin called on the Democrat-led House to pass critical common sense election integrity amendments to Proposal 2, the most radical vote-cheating amendment to ever pass without any approval by lawmakers.
Among the other amendments turned down by Democrats was a requirement to provide a report containing the number of election-related complaints received by the Michigan Attorney General’s Office and the number of substantiated complaints the AG addresses.
“Reports of potential election intimidation and election interference must be taken seriously and investigated,”
Bollin said. “We have a responsibility to protect our local clerks and election workers.”
Another rejected amendment would have provided information about how many voters register in a new community within 60 days of an election, and change their registration to another location within the 60 days following an election.
“If voters are jumping from one jurisdiction to another to try to swing votes in certain elections, we need to be aware of it,” Bollin said.
Other rejected amendments would have required the Secretary of State’s Office to issue a report on the Electronic Registration Information Center (ERIC), its requirements, and the actions the state must take to maintain its membership, and required the Secretary of State to explore options outside of ERIC that would allow the state to maintain an accurate Qualified Voter File.
On Monday, the AP published an article titled:

Less than three weeks later, then-Attorney General William Barr declared that a Justice Department investigation had not uncovered evidence of the widespread voter fraud that Trump had claimed was at the center of a massive conspiracy to steal the election. Barr, who had directed U.S. attorneys and FBI agents across the country to pursue “substantial allegations” of voting irregularities, said, “To date, we have not seen fraud on a scale that could have effected a different outcome in the election.”
Can someone explain how the former AG Bill Barr could say there was no evidence of “widespread voter fraud” when he must have known about the statewide voter registration voter fraud investigation that was taking place across the state of Michigan?

Explosive Testimony from Former Wisconsin Supreme Court Justice and Special Counsel Gableman, at Disbarment Trial of Trump’s Attorney John Eastman. His investigation found that there were 7 million people registered to vote when only 4.5 million were eligible voters! Gableman was directed by the Wisconsin Legislature to conduct a “minimal” investigation of the 2020 election, and he revealed numerous instances where he believed the law was broken, and had election officials referred for prosecution. Gableman said it was “widely known” that Vos didn’t want a “deep” investigation, it was “not a serious effort.” He said the Zuckerbucks contracts required the cities to follow instructions provided by CTCL, which he believed was a violation of law for a private entity to tell the government what to do. Gableman was disturbed that the CTCL employees were able to determine if a voter was likely to vote for Trump or Biden by looking in the databases. They were allowed to see voters who had requested ballots but hadn’t returned them, then go chase them down to get their ballots. He said the CTCL employees were “embedded” in the clerks’ offices and “running the elections.” Gableman pointed out that Zuckerberg and his wife had publicly stated they wanted to defeat Trump. The pair hired progressive activist David Plouffe to run their operation. Plouffe had written a book on how to defeat Trump, where he said the election would be won dueling it out “block by block” in these types of big cities, Gableman said. Gableman said votes were “illegally cast” that were deposited in drop boxes, since the drop boxes violated the law by not being placed near the clerks’ offices. Instead the clerks allowed the CTCL to dictate where they were placed. He said the Wisconsin Supreme Court ruled they were illegal.

BPro/KNOWiNK’s Uncertified, Internet-Connected, Cloud-Based Election Systems Are Foreign Influenced and Used to Illegally Process Election Results​

THE SHADY ORIGINS AND FOREIGN INFLUENCE OF THE UNCERTIFIED, ALL-INCLUSIVE SOFTWARE USED COUNTRYWIDE BY BPRO/KNOWINK

We recently reported that uncertified, cloud-based, internet connected, and all-inclusive election software is being used to illegally process official election results. Investigators revealed impossible voter registration data spikes along with tens of thousands of voter histories being backdated to provide further corroboration of election systems being subverted.

There are four major election software vendors that appear to have the functional capability to touch virtually all aspects of our elections in a centralized fashion. The election software vendors are BPro, KNOWiNK, Tenex, and VR Systems. ES&S’s “Electionware” software appears to provide similar in-house software capabilities. There are others.
The main point is this: The software provides the capability to modify voter registrations, create ballots out of thin air that can be printed in areas not monitored by poll watchers, change tabulation results, and even affect what is reported on election night. Thus, each of the vendors carry the same vulnerabilities explained in the linked articles above.

The most prominent of the all-inclusive software is called “TotalVote,” created by election vendor BPro.
When you trace any of the election equipment vendors back far enough, whether its ES&S, Diebold, or Dominion, you will find that their origins converge with many of the same players and assets, switching from company to company. The effect provides a veneer of free market competition when the truth could not be further. Likewise, the vendors of all-inclusive election software appear to have taken a page out of the same book. When you look at the collective coverage of these vendors on a U.S. map, it appears that every election jurisdiction is accounted for.
TotalVote was originally created by BPro. BPro was recently purchased by KNOWiNK, and their products are now being used in dozens of states.
This article will detail the shady origins of TotalVote software, its proliferation throughout the United States, and its disturbing connections.

BPRO, BORN IN SOUTH DAKOTA

From the outside, South Dakota looks like a great place to live and raise a family. The people are welcoming and trusting to a fault. But something has been brewing under the surface in South Dakota that is undermining elections across the country.
BPro was founded in 1985 by a woman named Sandra Bowers, who sold the business to Brandon and Abbey Campea in 2009 who had relocated to South Dakota from Washington State. Before BPro merged with KNOWiNK in 2020, their software was being used in at least fifteen states.
BPro’s office in the tiny city of Pierre, population 15,000, is singularly unimpressive. It is in a non-descript strip mall, across the street from a series of silos, with a marquee mockingly sporting South Dakota’s motto: “Under God, the People Rule.”

Even stranger than its outward appearance, are its posted hours. BPro is open only three days a week between the hours of 11 a.m. and 3:00 p.m. It is hard to imagine how BPro adequately supports elections in 15 states, especially during election season, with hours like that. It makes you wonder where the real work is being done and who is really doing it – more on that later.
The origin and proliferation of BPro’s flagship software, TotalVote, is another enigma – that stinks of corruption and backroom deals where the people ultimately lose.

ORIGIN AND PROLIFERATION OF TOTALVOTE

TotalVote was originally created in 2007 as an election night reporting system called the Central Election Reporting System (CERS). South Dakota Secretary of State, Chris Nelson, commissioned BPro to create CERS as part of a case study funded with a grant from the Help America Vote Act (HAVA).
CERS replaced South Dakota’s existing manual election night reporting system with a centralized one controlled by the SOS. Nelson presented CERS to the National Association of Election Officials at their 2009 annual meeting. After this, CERS was renamed TotalVote and BPro assumed ownership of the software paid for with public funds – a gift that ended up being extremely lucrative for BPro.
In another questionable move, Nelson gave away the publicly funded TotalVote software in 2009 to North Dakota, but Bpro was given a $100,000 sole source contract to continue development and support of TotalVote. Then later in 2010, BPro entered another sole-source contract to administer TotalVote in Nebraska.
In 2011, Chris Nelson moved on to the Public Utilities Commission and was replaced by Jason Gant as Secretary of State. During his campaign, Jason Gant accepted a $7,500 donation from BPro and a $10,000 donation from South Dakota’s voting machine provider, ES&S of Omaha, Nebraska.
After his election, Gant hosted a pheasant hunt with other Secretaries of State from across the country, with Brandon Campea, now owner of Bpro, also in attendance. Acceptance of questionable campaign donations from state vendors and expensive social outings with their owners was the first of many corrupt dealings that included missing funds, missing electronic records, lawsuits, and conflicts of interest.
Gant continued exporting TotalVote to as many states as possible behind the scenes. For example, in 2014, Hawaii signed a sole-source contract with Bpro for the voter roll maintenance and election night reporting system. In May of 2015, New Mexico entered a $200,000 sole-source contract with BPro. The contract states that the TotalVote software was a “gift” from Secretary of State Jason Gant, but Gant had left office before this contract was made and there is no indication by what authority he was still giving away public property.
BPro also secured contracts with other states such as Montana, Iowa, Arizona, Washington ($10 million), Pennsylvania ($10 million), Oregon ($7 million) and more. Thanks to Nelson and Gant’s generosity in giving away state-funded software, BPro raked in the contracts which were not even put out for bid, as BPro claimed they were the only company who could service TotalVote.

TOTALVOTE GROWS INTO ITS NAME

As TotalVote was being given away all over the country while securing lucrative sole-source contracts for BPro, it grew into an election software behemoth. TotalVote started out as a centralized election night reporting program. But since that humble beginning, TotalVote has added multiple functions that include everything having to do with the election except scanning paper ballots.
TotalVote now handles voter registration, voter information, centralized election monitoring, ballot printing and design, electronic ballot delivery, electronic pollbooks, creation of the election canvass documents, voter signature capture, precinct management, redistricting tools, address verification, campaign finance, and even geolocation of voters.
BPro’s contracts with their various clients also claim that TotalVote is fully integrated with GIS (Geographic Information System), NCOA (National Change of Address), USPS (United States Postal Service), AAMVA (American Association of Motor Vehicle Administrators), DMV (Department of Motor Vehciles, SSA (Social Security Administration), ERIC (Electronic Registration Information Center, Inc.), and other state and federal agency interfaces.

A contract between Santa Clara County, California and KNOWiNK/BPro discovered by an election integrity researcher, revealed that when a county uses their products, they turn over extremely broad powers for KNOWiNK/BPro to access any networked or wireless device remotely associated with the County:

BPRO’S CONNECTIONS TO COMMUNIST CHINA

In 2011, Jason Gant hired “Everyone Counts” of LaJolla, California to develop the first ever online military voting system, then called IOASIS. Gant used a federal grant and spent $668,831 on a system only twenty-seven people used in the first year – about $28,000 per vote. IOASIS morphed into a program that is now used for Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA) voting.
In 2012, Everyone Counts was contracted to handle voting for the Academy Awards. The results were unusual and led some to question the voting system. Since then, Everyone Counts was bought by Votem Corp, where Konnech’s Eugune Yu was on the board. Konnech and Eugene Yu made headlines last year when it was discovered that they were stealing personal identifying information and storing it in communist China.
Another incident in New Jersey raises eyebrows about how connected BPro, KNOWiNK, Everyone Counts, and Votem really are. New Jersey signed a $17 million contract with Everyone Counts for voter registration system maintenance. In 2019, after Votem acquired Everyone Counts, the company restructured, and sold the New Jersey contract to KNOWiNK. However, at the time, KNOWiNK was only known to sell and service e-poll pads, as they had not yet purchased BPro which handles voter registration. The questionable timing of this “inherited” contract by KNOWiNK without officially owning or selling voter roll maintenance software is an example of the smoke and mirrors in the election equipment shell game.

BPRO RELIES ON FOREIGN SOFTWARE DEVELOPERS IN VIOLATION OF THEIR CONTRACTS

China isn’t BPro’s only foreign connection: The New Mexico SOS displays election results in both table and GIS map form. A candidate in New Mexico noticed that BPro’s mapping feature is provided by a company called “Leaflet” who included a hyperlink at the bottom of all the state maps displaying election results (the hyperlink has since been removed by BPro):

Clicking on the hyperlink brought up fundraising advertisement for the Ukraine War and another link to information about Leaflet’s creator, a native Ukrainian named Volodomyr Agafonkin. Per the website description, “Leaflet is the leading open-source JavaScript library for mobile-friendly interactive maps….”

BPRO’S STRANGE ARTIFICIAL INTELLIGENCE PARTNER

Arizona’s elections are now famous around the country for massive irregularities, incompetence, and fraud. It will surprise no one that BPro is right in the middle of Arizona’s elections as one of the contractors that teamed up to create Arizona’s voter database called AVID (Access Voter Information Database).
In 2017, a company called “Sutherland Government Solutions” (a subsidiary of Sutherland Global Solutions) sought out BPro and another Arizona company called “Expert Technology Services Arizona (ETSAZ) to partner with them to create the AVID system.
Sutherland, a billion-dollar net annual revenue company, has a set of skills that you wouldn’t typically associate with a voter registration database.
Take this very curious statement from their website:
“We make digital human.”

Why would a company that specialized in AI, real-time analytics, and automation be needed to create and maintain a database for Arizonans?

COMPANY WHO HELPED BUILD ARIZONA’S REGISTRATION DATABASE

A section from the BPro/Sutherland proposal to the State of Arizona states:
“Team Sutherland has experience with data analytics, the use of algorithms for problem solving…For example, if a particular polling location experience long lines during periods of the day, analytics could be used to understand why. Possible approaches to examine this situation could combine the time stamps that ballots are cast with the address locations of voters when they check in at the polling place to highlight driving distances used by voters. The results may point to a better or additional polling location to help minimize wait times…”
Using analytics to reduce wait times at the polls sounds great. You would think with tools like that the utter debacle that was the Maricopa County 2022 midterm elections could never have happened. But evidence presented in court and to the public strongly indicate that someone with access to the election management system purposely sabotaged ballot images used to print ballots at the polling sites so they would be rejected by tabulators on Election Day. Another shocking revelation revealed that Maricopa County election officials kept a heat map of expected Republican voters hanging on their wall and almost all the voting centers with machine problems were in deep red districts.

BPRO IS FULLY CONNECTED TO THE INTERNET AND HOSTED ON THE CLOUD

Considering the recent revelations that the Federal Government is pushing election officials to connect their election to the emergency use cellular network called FirstNet, which was built by AT&T and is widely viewed to be vulnerable to foreign attack, the statement on Sutherland’s proposal that AT&T is their longest tenured client is also troubling: (LINK)

SUTHERLAND GLOBAL’S STATEMENT ON AVID PROPOSAL
If full exposure to FirstNet wasn’t enough of a vulnerability, Bpro/KNOWiNK hosts their software and their client’s sensitive election data on the Microsoft Azure platform. Sutherland Global Services also lists Microsoft Azure as a partner.
In May and June of 2023, Chinese cyber hackers breached the US State Department, along with other US Federal Agencies, through the Microsoft Cloud. A recent Gateway Pundit article reported “According to the New York Times, “the hack, by a Chinese group that the company said was intent on conducting espionage, went undetected for a month…. [t]he investigation of the efforts by the Chinese hackers, who likely are affiliated with China’s military or spy services, is ongoing, American officials said. But U.S. officials have downplayed the idea that the hackers stole sensitive information, insisting that no classified email or cloud systems were penetrated. The State Department’s cybersecurity team first discovered the intrusion.
Within the article, Laura Ingraham adds her commentary:
“Now, despite the Fed spending, what, 15.6 billion on cybersecurity, more than the GDP of nearly, what, 75 countries, Chinese cyberspies were able to exploit a fundamental gap in Microsoft’s cloud, enabling them to hack email accounts at the State Department and other agencies. But this really should come as no surprise, because Microsoft has had a really symbiotic relationship for China for years now. As Forbes noted in a recent piece, in 2014, Microsoft became the first foreign company to offer public cloud computing services in the Chinese market. And in March of this year, they would begin offering OpenAI as part of its cloud services. And get this, Microsoft gave the Chinese government access to the source code for its Windows operating system. That happened back in March of 2003.”

BPRO/KNOWINK IS A NATIONAL SECURITY RISK

BPro has a shady history – from its creation to its proliferation across the country. It is being used to perform tasks in our elections that as noted previously appear to be in blatant violation of state and federal law, and even in violation of the contracts BPro has made with its clients.
BPro/KNOWiNK are now controlling electronic poll pads, voter registration databases, election night reporting, and even processing of official election results in a majority of US states.
We can prove the data this software produces indicates massive manipulation of the voter rolls, election night reporting, and election results reporting.
Revelations that our national infrastructure was spied on for months in the Solarwinds hack proves our national critical infrastructure can be and has been penetrated by foreign actors without the knowledge of CISA, the federal agency charged with securing our elections.
Evidence of all this manipulation have been brought to election officials across the country. None of it has been explained nor has any effort been made to correct these issues.

The weaknesses and vulnerabilities in the TotalVote software are a national security emergency. Election officials who have sworn an oath to protect the election franchise cannot continue to ignore this system.

All of this software must be discontinued immediately to protect 2024.

She said under oath that her recounting of the limousine story was secondhand information she heard from two secret service agents and even though those same agents said they were willing to testify that he didn't try to grab the steering wheel, they refused to do so under oath and mysteriously, all their texts from Jan 5th and 6th were deleted! Imagine that!
